Marshall Freeman Shares Insights on Managing Complex Operations in Georgia’s Largest Police Department

Marshall Freeman, Chief Administrative Officer of the Atlanta Police Department, says effective operational coordination now plays a central role in supporting public safety services within large metropolitan agencies.
Freeman currently oversees key administrative and support functions for Georgia’s largest police department, including human resources, finance, administration, technology, training, and the state’s largest E911 communications center. Since joining APD in January 2023, he has worked within a leadership structure focused on strengthening operational support systems and organizational coordination across the department.

Before joining the department, he spent nearly seven years as Chief Operating Officer of the Atlanta Police Foundation, a nationally recognized nonprofit organization supporting public safety initiatives in Atlanta. During his tenure, the organization supported strategic programs and infrastructure efforts related to public safety operations across the city.
According to Freeman, one of the most important aspects of managing large organizations is maintaining communication and coordination between departments while adapting to evolving operational demands.
“Every division within a large agency plays a role in overall performance,” Freeman explained. “Operational success often depends on collaboration, strategic planning, and making sure systems continue functioning efficiently as organizational needs evolve.”
Technology has also become a major focus within public safety administration. Law enforcement agencies across the country continue investing in upgraded communications systems, digital infrastructure, training support systems, and operational technologies designed to improve coordination and responsiveness.
Freeman says administrative leadership increasingly involves balancing modernization efforts with long-term organizational sustainability.
“As technology evolves, agencies must continuously evaluate how systems support both operational efficiency and workforce needs,” he said. “Strong administration helps create the structure necessary to support modernization while maintaining continuity across essential services.”
Before transitioning into public safety leadership, Marshall Freeman built a successful career in the entertainment industry, where he worked as a choreographer, performance coach, creative director, promoter representative, and talent manager. His experience included collaborations with Aretha Franklin, Joan Rivers, The Beach Boys, and Candice Glover, along with involvement in major events associated with the NFL, NBA, and MTV.
He believes that experience helped shape his operational leadership perspective by reinforcing the importance of coordination, communication, logistics management, and adaptability in fast-moving environments.
Industry analysts increasingly recognize that modern public safety leadership requires multidisciplinary experience as agencies continue expanding their operational focus beyond traditional structures.
As public safety organizations continue evolving, Freeman believes administrative coordination and operational planning will remain critical to support effective service delivery.
